Who should use this process

  • The applicant must be a permanent resident of the state (i.e., born in the state, or settled there for a prescribed minimum period — typically 3 to 15 years depending on state norms)
  • Domicile certificate is issued only by the state where the applicant's permanent home is located; a person can hold domicile in only one state at a time
  • Some states grant domicile on the basis of either birth in the state or continuous residence for a specified period (e.g., 7 years in Maharashtra, 15 years in some hill states)

Who does NOT need to apply

  • A person cannot hold domicile certificates from two different states simultaneously; obtaining a second domicile certificate by misrepresenting facts is a criminal offence
  • Persons who have obtained permanent residence / settled status in another country (OCI holders' Indian family members who have migrated) may face challenges; contact the concerned state authority for guidance

Step-by-step guide

    Access state e-District portal or visit Tehsildar / SDM office

    Visit your state's e-District portal and navigate to 'Domicile Certificate' or 'Permanent Resident Certificate'. Alternatively, collect the prescribed application form from the local Tehsildar / Sub-Divisional Magistrate (SDM) office or a Common Service Centre (CSC).

    Fill and submit application with documents

    Complete the state application form with full personal details and residence history. Attach self-attested copies of all supporting documents. For online applications, upload clear scanned documents. Pay any applicable processing fee. Receive an application reference number.

    The Tehsildar forwards the application to the local Revenue Inspector or Patwari to verify the applicant's residential claims at the declared address. The official checks revenue records (jamabandi, voter rolls) and may interview neighbours. A written report is submitted to the Tehsildar.

    Tehsildar / SDM review and approval

    Based on the field report and documents, the Tehsildar or SDM verifies that the applicant meets the state's domicile criteria (years of residence, birth, or parental domicile). The application is approved if criteria are met, or a query/notice is issued if additional information is needed.

    Download or collect Domicile Certificate

The certificate states the applicant's name, permanent address, the state of domicile, and the basis (birth / residence) on which it is issued. Things to watch out for

State domicile norms vary widely — check your state's specific criteria

There is no uniform national law for domicile certificates. Maharashtra requires 15 years of continuous residence or birth in the state. Himachal Pradesh and Uttarakhand have specific hill-state rules. J&K has additional requirements under its reorganisation. Always check your state's Revenue Department circular or e-District FAQ for the exact criteria before applying.

Domicile through father is common for students — carry father's documents

For students applying for state quota college admissions, most states accept domicile based on the father's domicile status if the student has studied at least part of their schooling in the state. However, the father must be a genuine permanent resident with supporting documents.

Different from Aadhaar address — Aadhaar is not a domicile document

Aadhaar establishes current address of residence but does not establish domicile (permanent residence) in a state. Courts and government departments distinguish between 'ordinary residence' and 'domicile'. An Aadhaar alone is rarely sufficient; additional historical documents proving long-term residence must be provided.

Institutions may require additional attestation beyond the Tehsildar certificate

Some central universities and public sector employers require the domicile certificate to be additionally attested by the District Collector or countersigned by a Gazetted Officer. Check the exact requirement of the institution before submitting.

No renewal required in most states but certificates older than 3 years may be questioned

Domicile certificates in most states are issued for life. However, some institutions (particularly colleges and employers) insist on a certificate not older than 1–3 years. Applying for a fresh certificate every few years avoids such disputes.
