Who should use this process

  • PHH (Priority Household): Households identified by State governments as eligible for food security; entitled to 5 kg of foodgrains per person per month under NFSA at subsidised prices (rice ₹3/kg, wheat ₹2/kg, coarse grains ₹1/kg)
  • AAY (Antyodaya Anna Yojana): Poorest of the poor households — widows, disabled persons, landless labourers, rural artisans, daily wagers with no assured income; entitled to 35 kg/household/month
  • Non-NFSA / APL (Above Poverty Line) cards: State-specific; issued by states for those not covered under NFSA for state-funded schemes
  • ONORC: Any existing NFSA cardholder whose Aadhaar is seeded on the ration card can use portability to buy rations from any FPS anywhere in India

Who does NOT need to apply

  • Households with a member who is an income tax payee, owns more than the prescribed threshold of land/property, or has government employment are typically excluded from PHH/AAY categories (exclusion criteria vary by state)
  • Families that already have a ration card in any other state cannot apply for a fresh card in the current state unless the old card is surrendered

Step-by-step guide

    Check eligibility and state-specific category

    Visit the State Food Department portal or the National Food Security Portal (nfsa.gov.in) to check eligibility criteria for your state. Confirm whether you are eligible for PHH, AAY, or a state-specific APL card. Check whether a ration card already exists for your household in any state by checking the state FPS portal.

    Submit application at the designated office or online

    Submit the prescribed application form with all documents at: (a) the local Supply Inspector / Circle Supply Office / Taluk Supply Office, or (b) the state food department's online portal or mobile app (many states now offer online applications). Common Service Centres (CSCs) can assist with the application in rural areas.

    Field verification by Supply Inspector

    The Supply Inspector visits the applicant's home to verify residence, family composition, and economic status (to determine eligibility category — AAY / PHH). The inspector also confirms that no duplicate card exists. A field report is submitted to the Circle Supply Office.

    Aadhaar seeding and biometric authentication

    Offline

    After verification, all family members' Aadhaar numbers are seeded into the state's ration card database. This enables biometric authentication at the Fair Price Shop (FPS) using Aadhaar-based POS devices, and also activates ONORC portability for the household.

    Approval and ration card number allotment

    Based on field verification, the District Supply Officer / District Food Controller approves the application and allots a Ration Card Number. The household is linked to a specific Fair Price Shop (FPS) near their address. For member additions, the member's name and Aadhaar are added to the existing card record.

    Collect ration card or use e-Ration Card and ONORC

    Both

    Collect the physical ration card from the Supply Office or FPS dealer. Most states also provide a digital/e-Ration Card downloadable from the state food portal. For ONORC: once Aadhaar is seeded, visit any FPS anywhere in India, authenticate via fingerprint or OTP on the Aadhaar-linked mobile, and collect subsidised rations.

Things to watch out for

Aadhaar seeding is mandatory for ONORC — not just for registration

All family members on the ration card must have their Aadhaar numbers seeded into the state's PDS database. Without Aadhaar seeding, the household cannot use One Nation One Ration Card (ONORC) portability. If any member's Aadhaar is not yet seeded, visit the Supply Office or FPS dealer to get it seeded before migrating to another state.

Surrender old card before applying for a new one in another state

When migrating to another state, submit a surrender request at the old state's Supply Office and obtain a Surrender Certificate. Apply for the new card in the new state with the surrender certificate. Operating two cards simultaneously is illegal and can lead to cancellation of both and recovery of subsidies.

Biometric authentication failures at FPS are common — know the workaround

Biometric authentication (fingerprint) may fail for elderly persons, manual labourers with worn fingerprints, or people with skin conditions. In such cases, OTP-based authentication on the Aadhaar-linked mobile number is available as an alternative. Ensure your Aadhaar-linked mobile number is active.

ONORC does not guarantee stock availability at the FPS

ONORC allows you to buy rations from any FPS, but the FPS must have sufficient stock allocated to it. If stock is unavailable, the FPS cannot fulfill the transaction even for ONORC users. Check the Mera Ration App for FPS stock availability before travelling to a distant FPS.

Exclusion criteria are enforced more strictly now — honest declaration is critical

Many states now use Socio-Economic Caste Census (SECC) data, IT data, and vehicle registration data to identify ineligible beneficiaries. Income taxpayers, government employees, and persons owning specified assets who fraudulently hold ration cards face criminal action and recovery of subsidised foodgrains received.
