Depending on the state: visit the state e-District portal or the municipal corporation's online portal to apply for a Senior Citizen Certificate / ID Card. In urban areas, visit the Ward Office or Zonal Office of the Municipal Corporation. In semi-urban and rural areas, contact the Tehsildar or Gram Panchayat office. Some states issue this through the Revenue Department (SDM / Tehsildar), while others issue it through the Social Welfare / Social Justice Department.
Complete the application form with personal details, age proof particulars, and address. Attach self-attested copies of age proof and address proof, and recent photographs. For online applications, upload scanned copies. Submit the form and obtain an acknowledgement receipt with a reference number.
The issuing authority (Ward Officer, Tehsildar, or Social Welfare Officer) verifies the submitted documents against the originals or via database cross-check (Aadhaar, voter roll). In most cases, a senior citizen certificate does not require a field visit — documentary verification is sufficient.
After verification, the authority approves the application and prepares the Senior Citizen Certificate (a signed, stamped paper certificate) and/or a laminated Senior Citizen ID Card with photograph and personal details. Some states issue a smart card with a unique ID number.
Collect the certificate and ID card from the issuing office, or download a digitally signed certificate from the state/municipal portal where available. Use the Senior Citizen ID card to claim concessions on Indian Railways (Senior Citizen Rail Concession — 40%/50%), state road transport, banks (higher FD interest rates), medical OPD queues, and government scheme benefits.

The Senior Citizen Certificate/ID Card is a supplementary document for claiming age-specific concessions (railway, utilities, banking). It is not a replacement for Aadhaar, PAN, or Voter ID. Carry your Aadhaar alongside the Senior Citizen card for identity verification purposes.
Railways currently offer the Senior Citizen Rail Concession for certain quota seats. The concession applies to persons aged 60+ (male) and 58+ (female) and must be claimed while booking on IRCTC. No separate certificate is needed — Aadhaar or any age proof is sufficient at the booking stage. The Senior Citizen Card merely supplements if Aadhaar is unavailable.
Most banks offer higher fixed deposit interest rates (typically 0.25%–0.75% above regular rates) to senior citizens aged 60+. This is claimed using age proof (Aadhaar, PAN, Voter ID) at the bank's KYC — no separate Senior Citizen Certificate from the government is required. Confirm with your bank before applying for the certificate.
The Indira Gandhi National Old Age Pension Scheme (IGNOAPS) and state old-age pension schemes have specific BPL income requirements and are applied for separately through the District Collector / Social Welfare Department. A Senior Citizen Certificate does not automatically confer entitlement to pension benefits.
Senior Citizen Certificates are generally issued for life as age cannot decrease. However, some state portals issue them with a 5-year validity. Certain private hospitals and airlines may prefer a certificate not older than 2–3 years. Re-apply if you encounter such requirements.
