Understanding Driving Licence (DL) — permanent licence issuance

Apply for a permanent driving licence 30 days after your learner's licence, once you pass the RTO test.

Who should use this process

✓Must hold a valid Learner's Licence (LL) for the same vehicle category for at least 30 days at the time of applying for the DL test.
✓The LL must not have expired (valid for 6 months from date of issue).
✓Minimum age: 18 years for LMV, motorcycles with gear; 20 years for transport/heavy vehicles.
✓Must be medically fit; Form 1 (self-declaration of fitness) required; Form 1A medical certificate required for transport vehicle categories.
✓Must pass the practical driving test conducted by the Licensing Authority at the RTO or designated test track.
✓Must not be disqualified from holding a driving licence by any court or authority.

Who does NOT need to apply

✕Applicants whose LL has expired cannot apply; they must obtain a fresh LL first.
✕Applicants who have not completed 30 days of holding the LL.
✕Persons whose licence has been suspended or revoked.
✕Persons who fail the driving test; they may reapply after 7 days.

Log in to sarathi.parivahan.gov.in and navigate to 'Apply for Driving Licence'. Fill in Form 2 with personal details, select vehicle categories matching the LL, and upload required documents.

Pay the DL fee and test fee online

Pay the driving licence fee and the driving test scheduling fee through the Sarathi portal using net banking, UPI, or card. Save the payment receipt.

Schedule the driving test slot

Choose a convenient date and time for the practical driving test at the designated RTO test track or automated test track. Availability depends on your RTO.

Appear for the practical driving test at the RTO

Bring your original LL and all original documents to the RTO on the test date. A Motor Vehicle Inspector will assess your ability to control the vehicle, follow traffic rules, execute manoeuvres (reverse, parking, hill start on test tracks), and respond appropriately to road signs.

Biometric capture and document verification

If the test is passed, the RTO staff captures your photograph, signature, and fingerprints for the smart-card DL. Original documents are cross-checked with uploaded copies.

The smart-card Driving Licence is dispatched by India Post Speed Post to the address on record within 7–30 working days. In the interim, a temporary DL acknowledgement slip is given at the RTO, which is valid as a DL for up to 30 days.

Things to watch out for

Apply within the LL validity window

The LL is valid for only 6 months. You must apply for the DL and appear for the test before the LL expires. If the LL expires, you must get a fresh LL and wait another 30 days before applying for the DL.

Vehicle category must exactly match the LL

You can only be tested and issued a DL for vehicle categories listed on your LL. If you want a DL for both a car (LMV) and a motorcycle (MCWG), both categories must appear on your LL.

Bring the actual vehicle to the test (at many RTOs)

At RTOs without automated test tracks, the applicant must arrange their own vehicle for the practical driving test. Ensure the vehicle is roadworthy, has valid insurance, and has no pending challans.

Smart card delivery delays are common

The smart-card DL is mailed by Speed Post and can take 7–30 days or longer. The temporary acknowledgement slip issued at the RTO serves as a valid DL for a short period — check its expiry date and escalate if the card hasn't arrived.

Transport vehicle DL requires additional medical certificate

If you are applying for a commercial/transport vehicle category (LMV-TR, HGV, HPMV), you must submit Form 1A signed by a government or registered private medical practitioner. A simple self-declaration (Form 1) is not sufficient.
