Understanding Vehicle Registration Certificate (RC) — new vehicle registration

Register your new vehicle within 30 days of purchase to obtain the Registration Certificate.

Who applies

Any person or entity that has purchased a new motor vehicle (two-wheeler, car, commercial vehicle, etc.) and needs to register it at the local RTO within 30 days of purchase to obtain a Registration Certificate (RC).

Typical time

1–7 working days for the temporary RC (Form 23A); the permanent smart-card RC is typically issued within 30–45 working days and sent by post.

Fee

Registration fee varies by vehicle type and state — approximately ₹300–600 for motorcycles, ₹600–1,500 for LMVs; road tax (varies widely by vehicle cost, fuel type, and state), CNG/EV rebates apply in some states; hypothecation entry fee (Form 34) of ₹200 if financed.

Who should use this process

  • Only the registered owner (the buyer named on the sale invoice/Form 21) can apply for vehicle registration.
  • The vehicle must be purchased from an authorised dealer; the dealer typically handles RC application on behalf of the owner.
  • The vehicle must be insured before registration — valid third-party or comprehensive motor insurance is mandatory.
  • Road tax must be paid at the time of registration.
  • If the vehicle is purchased on loan, the financier's (hypothecatee's) details must be entered at the time of registration.

Who does NOT need to apply

  • Vehicles that do not conform to CMVR (Central Motor Vehicles Rules) emission and safety standards are not eligible for registration.
  • Vehicles with a forged or altered chassis/engine number cannot be registered.
  • Re-registration (after 15 years or inter-state transfer) is a different process — see Process 040 and Process 048.

Step-by-step guide

    Purchase the vehicle and obtain dealer-issued forms

    Offline

    After purchasing the vehicle, the dealer provides Form 21 (sale certificate), Form 22/22A (roadworthiness), and a temporary registration number (TR number) valid for 1 month. The dealer may also arrange road tax payment and submit the RC application on your behalf.

    Arrange motor insurance

    Obtain a comprehensive or at minimum third-party motor insurance policy from a general insurance company. Ensure the policy start date covers the registration date. The insurance certificate is mandatory for the RC application.

    Submit application through the Vahan portal (or via dealer)

    The dealer or owner logs in to vahan.parivahan.gov.in, fills in Form 20 online with vehicle details (chassis no., engine no., owner details), uploads scanned documents, and submits the application. Many dealers have direct access to Vahan and complete this step as part of their post-sale service.

    Pay road tax and registration fee

    Pay the applicable state road tax (1–20% of vehicle cost depending on state and vehicle type) and the registration fee through the Vahan portal or at the RTO. Collect payment receipts.

    Vehicle inspection at RTO (for some categories)

    For two-wheelers and cars, inspection is often waived if the dealer certification (Form 22) is in order. For commercial vehicles, a Motor Vehicle Inspector may inspect the vehicle physically at the RTO premises.

    Receive temporary RC and await permanent RC

    The RTO or dealer issues a temporary RC (acknowledgement). The permanent smart-card RC is dispatched by India Post Speed Post to the registered address within 30–45 working days. The RC book includes the vehicle number, engine/chassis numbers, owner details, and validity.

Things to watch out for

Register within 30 days of purchase

The Motor Vehicles Act requires a new vehicle to be registered within 30 days of purchase. The temporary registration (TR) number is valid for only this period. Driving on public roads with an unregistered vehicle is an offence attracting a fine of ₹5,000 or imprisonment.

Road tax amount varies significantly by state

Road tax is a state subject and ranges from 1% to over 20% of the vehicle's ex-showroom price. For expensive vehicles, this can be a substantial amount. Research your state's road tax slabs before budgeting for the purchase.

Insurance must be in place before registration

A valid motor insurance certificate is mandatory for RC registration. Ensure the insurance is issued before you go to the RTO. Operating an uninsured vehicle is both an offence and a financial risk.

Chassis and engine number must match exactly

The chassis and engine numbers on the vehicle must exactly match those on Form 21 and Form 22. Any discrepancy will lead to rejection of the application. Verify these numbers at the time of delivery.

Smart-card RC delivery can be delayed

The permanent smart-card RC is sent by Speed Post and can be delayed by 30–60 days or more in some cases. Track the status on Vahan; if undelivered, visit the RTO with the temporary RC to follow up.
