Log in to vahan.parivahan.gov.in and select 'Fitness Certificate' under vehicle services. Enter the vehicle registration number, verify details, and fill Form 38 online. Upload scanned copies of insurance, PUC, and existing FC.
Pay the applicable FC fee online through the Vahan portal. The fee depends on the vehicle type and Gross Vehicle Weight (GVW). Retain the payment receipt.
Schedule an inspection appointment at the nearest automated vehicle inspection/testing station or at the RTO inspection bay through the Vahan portal. Automated testing stations (ATS) are the preferred option under new CMVR norms.
Drive the vehicle to the ATS or RTO inspection bay on the appointed date. The inspection covers: brakes, steering, lights (head, tail, reverse, indicators), horn, speedometer, tyres, windscreen, mirrors, seat belts, body structure, engine emission levels, undercarriage, and chassis integrity. The ATS uses automated sensors and produces a digital inspection report.
If the vehicle fails any part of the inspection, the operator is given a list of defects to rectify. After repairs, the vehicle must return for re-inspection. Re-inspection is usually charged separately.
Upon passing the inspection, the Fitness Certificate is issued — either on the same day at the ATS or within 1–3 working days at the RTO. The FC details are recorded in the Vahan database. The FC is valid for 1 year (or 2 years for the initial FC of a new vehicle).

A commercial vehicle operating with an expired Fitness Certificate can be impounded by the traffic or transport authority. Under the Motor Vehicles Act, this attracts a fine and the vehicle may not be permitted to operate until a valid FC is obtained. This means loss of daily revenue for transport operators.
The ATS and MVI inspections are thorough. Common failure points include worn tyres, non-functional indicators or reverse lights, brake deficiency, excessive smoke/emission, and structural damage. Get the vehicle serviced by a mechanic before the inspection appointment to minimise the chance of failure.
If the vehicle fails the inspection, re-inspection requires a fresh slot and an additional fee. Avoid multiple rounds of re-inspection by ensuring the vehicle is in good condition before the first appointment.
Allow at least 30 days before the FC expiry to account for inspection scheduling delays, defect rectification, and re-inspection. Operating with an FC expired even by one day is a legal violation.
The MVI/RA will cross-check that the insurance, PUC, and permit (if applicable) are all currently valid at the time of the FC application. If any of these documents is expired, the FC application will be rejected. Renew all linked documents before applying for the FC.
