Understanding Indira Gandhi National Old Age Pension (IGNOAPS) enrollment

Who should use this process

  • Age 60 years or above as on date of application
  • Must be Below Poverty Line (BPL) — listed in the state BPL list / Socio-Economic Caste Census (SECC) data
  • Must be a resident of the state/UT where the application is filed
  • Must not be receiving pension from any other government social security scheme (some states allow partial overlap)
  • Central pension rate: ₹200/month for ages 60–79; ₹500/month for ages 80+ (under NOAPS component)

Who does NOT need to apply

  • Senior citizens who are already receiving a government pension (EPF, NPS, EPS, central/state service pension) may not qualify depending on state rules
  • Senior citizens who are not listed in the state BPL / SECC database
  • Persons below age 60
  • Non-Indian citizens

Step-by-step guide

    Obtain and fill the IGNOAPS application form

    Offline

    Collect the IGNOAPS application form from the Gram Panchayat / Ward Office (rural) or Municipal Office / Urban Local Body (urban). The form is also available on state social welfare department websites and on nsap.nic.in in some states. Fill the form with personal details, BPL status, bank account details, and Aadhaar number.

    Submit application at Gram Panchayat or ULB

    Offline

    Submit the completed form with all documents at the Gram Panchayat office (rural areas) or Ward / Municipal Office (urban areas). The Gram Panchayat Secretary or Ward Officer acknowledges receipt and forwards the application to the Block Development Officer (BDO) or District Social Welfare Officer for verification.

    Block / Tehsil level verification

    The BDO or Tehsildar's office verifies the applicant's age, BPL status, and residential eligibility. Field verification may be conducted by the Panchayat Inspector or Rural Development Officer. The applicant may be asked to appear in person for verification.

    District Social Welfare Officer sanctions the pension

    Offline

    After BDO verification and recommendation, the District Social Welfare Officer (DSWO) or equivalent reviews and sanctions the IGNOAPS pension. The sanction order is entered into the NSAP Management Information System (MIS) and the pensioner's name is added to the district pension roll.

    Aadhaar seeding of pension account

    The beneficiary's Aadhaar is linked to their bank account for DBT. If the bank account is not Aadhaar-seeded, the DSWO office or the bank branch can do this linking. Without Aadhaar seeding, pension transfer via PFMS fails.

    Receive monthly pension via DBT

    Once added to the pension roll, the central government releases the pension amount (₹200 or ₹500/month) to the state government, which adds its own top-up and remits the total via PFMS to the beneficiary's Aadhaar-linked bank account or post office account on a monthly or quarterly basis (depending on state).

Things to watch out for

State top-up varies enormously — central pension alone is inadequate

The central IGNOAPS rate of ₹200–₹500/month is meant to be supplemented by state top-ups. States like Delhi, Tamil Nadu, Kerala, and Himachal Pradesh provide total pensions of ₹1,000–₹2,000/month. The state's contribution is the larger component — check your state's current pension rate.

Annual life certificate / jeevan pramaan mandatory

Pension beneficiaries must submit a Life Certificate (Jeevan Pramaan) annually (typically in November) to confirm they are alive. Failure to submit results in pension suspension. Submit at the bank branch, CSC, or online via the Jeevan Pramaan app using face authentication.

BPL status must be verified — SECC data and BPL cards from 2002 survey may differ

Some states still use 2002 BPL lists while others use SECC 2011. If your name appears on one but not the other, you may face rejection. Obtain a BPL certificate from the Tehsildar that is specifically valid for NSAP.

Pension stops on death — family must notify immediately

On the death of the pensioner, the family must notify the Gram Panchayat / DSWO to remove the beneficiary from the pension roll. Receiving pension after death creates a recovery liability for the family.

Processing time varies greatly by state — plan accordingly

While some states (Gujarat, Rajasthan) have streamlined online processing, many states still process applications manually over 3–6 months. File the application as early as possible; there is no retroactive pension for the waiting period.
