Understanding Antyodaya Anna Yojana (AAY) / Priority Household ration card — application / update

Apply for or update an AAY or PHH ration card to receive subsidised foodgrains under NFSA.

Who should use this process

  • AAY (Antyodaya Anna Yojana): Absolute poorest families — landless agricultural labourers, marginal farmers, rural artisans, urban slum dwellers, primitive tribal groups, daily wage earners with unstable income, destitute elderly/widows/disabled with no regular income
  • Priority Household (PHH): Remaining NFSA beneficiaries identified by states under their entitlement quota (total beneficiaries not to exceed state quota set by GoI)
  • Income limit varies by state — typically AAY is for households below the absolute poverty line with no productive assets
  • Must be a permanent resident of the state/UT where applying
  • One ration card per household; family must not already have a ration card in the same state

Who does NOT need to apply

  • Income tax paying households
  • Households with government employees (Class I/II) in central/state service
  • Households owning 4-wheeler vehicles (non-commercial) in most states
  • Households with refrigerators and/or air conditioners in some states
  • Households that already hold a ration card in another state (portability rules apply but new card cannot be fresh issued)

Step-by-step guide

    Apply online via state food department portal or visit the supply office

    Both

    Most states now offer online ration card applications at the state food department website (check your state's link on nfsa.gov.in). Register with your Aadhaar/mobile number, fill the application form, upload documents, and submit. In states without online facility, visit the Area Supply Office or Tehsil Supply Office and collect the physical application form.

    Area Supply Officer / Inspector verifies documents

    The Area Supply Officer (ASO) / Food Inspector / Panchayat-level committee verifies the submitted documents. A field inspector may visit the household to confirm residence, household composition, and income status. Social audit by Gram Panchayat / Ward Sabhas is also conducted in many states before new ration cards are issued.

    District Supply Officer / State authority sanction

    Offline

    Verified applications are reviewed and sanctioned by the District Supply Officer or equivalent. The number of new ration cards is limited to the state's NFSA quota as allotted by the central government. Applicants may be put on a waitlist if the quota for the district is exhausted.

    Aadhaar seeding and deduplication

    Online

    The state food department conducts Aadhaar-based deduplication to ensure the household does not already hold a ration card in the same or another state. All family members' Aadhaar numbers are seeded to the new ration card. This step uses UIDAI authentication.

    Receive ration card

    The ration card is issued in physical form and/or as a digital card on the state food department app / DigiLocker. Physical cards are delivered at the supply office or through the Fair Price Shop (FPS) dealer. Digital ration cards can be downloaded directly from the state portal or DigiLocker.

    Collect subsidised grain at Fair Price Shop (FPS)

    Present the ration card (physical or digital) and Aadhaar at the Fair Price Shop. Use Aadhaar biometric or OTP for Point of Sale (POS) machine authentication. Entitled grain: AAY — 35 kg/month free; PHH — 5 kg/person/month free (under PMGKAY) or subsidised at ₹2–₹3 per kg.

Things to watch out for

NFSA quota is limited — not all eligible applicants get a card immediately

The total number of beneficiaries under NFSA is capped per state by GoI. If the district/state quota is full, eligible applicants are put on a waitlist. The waitlist can be years long in some states. Check the current status before applying.

Aadhaar seeding is mandatory for grain collection

Under the One Nation One Ration Card scheme, Aadhaar-based biometric authentication at FPS is mandatory. Without Aadhaar seeding, grain cannot be collected. Ensure all family members' Aadhaar is seeded to the ration card.

AAY cards are for the absolute poorest — higher income claims are rejected

AAY ration cards have strict eligibility — landless labourers, destitute, elderly without income support. Attempting to obtain an AAY card without genuine eligibility constitutes fraud and can result in FIR under PDS Act.

ONORC allows inter-state grain collection — old state card need not be surrendered

Under One Nation One Ration Card portability, a cardholder can collect grain at any FPS in any state using their existing ration card. A new card is needed only for permanent migration and state domicile change.

Dead members must be deleted promptly to avoid fraud scrutiny

Continuing to claim grain for a deceased household member is considered PDS fraud. Delete deceased members from the ration card using the death certificate within 30 days of death.
