Understanding RTE Act school admission — EWS / disadvantaged group (DG) quota

Apply under the RTE Act for free school admission in the EWS or disadvantaged group quota each April–May.

Who should use this process

✓Family must fall under EWS (annual income generally up to ₹1 lakh–₹3.5 lakh depending on the state) or DG category (SC, ST, differently-abled, orphans — definitions vary by state)
✓Child must not already be enrolled in a school for the same academic year
✓The school selected must be a recognised private unaided school (aided schools and government schools are not covered by the 25% RTE quota)
✓Child must reside within the neighbourhood school distance (generally 1 km for Classes 1–5; 3 km for Classes 6–8 as defined by the state)

✕Children already studying in a government or government-aided school
✕Children seeking admission in Classes 2 and above (lateral entry under RTE 25% is limited or not available in most states)
✕Families whose income exceeds the state-defined EWS ceiling
✕Schools run by government, local bodies, or those substantially financed by the government (they are not covered under Section 12(1)(c) of the RTE Act)
✕Unaided minority schools (exempted from the 25% quota by Supreme Court judgment in Pramati Educational Society case)

Visit your state's RTE admission portal (e.g., rte.raj.gov.in for Rajasthan, rte25.mhschool.in for Maharashtra, rte.kar.nic.in for Karnataka). Note the admission schedule — application window, lottery date, and document verification dates — as these vary by state and are announced in January–March each year.

Register and fill the online application form

Register on the state RTE portal using the parent's mobile number. Fill in child details (name, DOB, category — EWS or DG), parent details, and select up to 3–5 preferred private schools within the neighbourhood distance. Upload scanned copies of all required documents. Submit the application before the portal closes.

Lottery draw and seat allotment

The state or district education authority conducts a computerised random lottery on a declared date. Seats are allocated to children by random draw. Parents can check the result on the portal using the application number. Allotment letter is generated online.

Visit the allotted school with original documents within the state-specified deadline (usually 7–14 days from allotment). School officials verify originals against uploaded copies. If documents are in order, the school issues an admission confirmation and registers the child.

Things to watch out for

Application window is brief and annual

State RTE portals open for only 2–4 weeks, typically in January–March. Missing the window means waiting a full year for the next cycle. Monitor state education department announcements closely.

Neighbourhood distance is strictly enforced

Most states restrict school choice to schools within 1 km (primary) or 3 km (upper primary) from the child's residence. Applying to schools outside this radius results in automatic rejection even if the lottery is won.

Income certificate must be from the current financial year

Stale income certificates (older than 6–12 months depending on the state) are rejected during school document verification. Obtain a fresh income certificate from the Tehsildar before applying.

Minority school exemption — check school status before applying

Unaided minority schools (linguistic or religious) are exempt from the 25% RTE quota. Applying to such a school wastes a preference slot. Verify school type on the state's school information portal.

Lottery win does not guarantee admission

Schools can reject admission citing document defects or incorrect category. Parents should file a grievance with the BEO within the specified time, as courts have consistently upheld the child's right to admission once the lottery is won.
