Open a zero-balance Jan Dhan account with a RuPay debit card at any scheduled bank if you are unbanked.

At a glance

Jurisdiction

All of India — PM Jan Dhan Yojana (PMJDY) launched by Government of India; implemented through all scheduled commercial banks, Regional Rural Banks (RRBs), Urban Cooperative Banks, and India Post Payments Bank

Who applies

Unbanked individuals who do not have any savings or current account at any bank or post office; primarily targeted at the urban and rural poor, migrant workers, women, and weaker sections of society

Typical time

Account opening: same day at branch; RuPay debit card: 10–15 working days by post; overdraft facility: active after 6 months of satisfactory operation

Fee

Zero — no account opening fee, no minimum balance requirement, no service charge; RuPay debit card is free

Who should use this process

  • Must be an Indian citizen aged 10 years or above (accounts for minors aged 10–18 require guardian signature initially)
  • Must not have any existing savings or current account at any bank (including post office savings bank)
  • No minimum balance requirement — zero balance account
  • One account per person; if a person later opens an account at another bank, the PMJDY account should be converted or merged
  • NRIs and foreign nationals are not eligible for PMJDY accounts

Who does NOT need to apply

  • Persons who already have a savings or current account anywhere are not eligible for a new PMJDY account under the scheme (though they can hold a regular account)
  • Companies, partnerships, trusts, and HUFs — PMJDY is only for individuals
  • Non-resident Indians (NRIs) and foreign nationals

Step-by-step guide

  1. 1

Locate the nearest bank branch, BC point, or IPPB outlet

    Offline

Visit any scheduled commercial bank branch, Regional Rural Bank (RRB), Business Correspondent (BC / Bank Mitra) point in your area, or an India Post Payments Bank (IPPB) post office branch. All public sector banks are mandated to open PMJDY accounts. The Bank Mitra (BC agent) network extends banking access to remote villages — you do not need to travel to a city branch.

  2. 2

Fill the PMJDY account opening form

    Offline

Collect the PMJDY account opening form from the bank counter or BC agent. Fill in your name (as per Aadhaar), date of birth, mobile number, nominee name and relationship, and address. For minors aged 10–18, the guardian's details are also filled. The form is available in Hindi, English, and regional languages.

  3. 3

    Submit documents and complete KYC

    Offline

Submit the filled form along with your Aadhaar card (original for verification, copy for bank records) and one passport-size photograph. If Aadhaar eKYC is available at the branch or BC point, the bank officer will complete biometric or OTP-based eKYC in real time. If no Aadhaar, submit any valid government ID and address proof. For 'small accounts' (without full KYC), only a self-certified photo and self-declaration are needed — but transaction limits apply.

  4. 4

    Account opened and passbook issued

    Offline

The bank opens the zero-balance PMJDY account immediately and issues a passbook. The account number is generated on the spot. The account holder receives a letter with account details; the RuPay debit card is dispatched separately by post within 10–15 working days to the registered address. Some urban branches issue the debit card instantly using hot lamination kiosks.

    Both

The RuPay Debit Card arrives at the registered address by post within 10–15 working days. Activate the card by: (a) making the first transaction at an ATM using the PIN set via the bank's mobile/phone banking service, or (b) visiting the bank branch for PIN generation. The RuPay card provides free personal accident insurance of ₹1–2 lakh (active accounts) and is accepted at all ATMs, PoS terminals, and online merchants.

10–15 days (card receipt); 5 minutes (activation)
  6. 6

Activate overdraft facility after 6 months

    Offline

After 6 months of satisfactory account operation (regular deposits and withdrawals), the account holder is eligible for an overdraft (OD) of up to ₹10,000 (₹2,000 without Aadhaar seeding). Apply at the bank branch. One OD account per household (preference to women account holders). The OD is repayable — it accrues interest and must be cleared.

Things to watch out for

Small account restrictions apply without full KYC

If you open a PMJDY account without full KYC (i.e., without Aadhaar or valid ID), a 'small account' is created with an aggregate credit limit of ₹1 lakh per year, maximum balance of ₹50,000, and monthly withdrawal limit of ₹10,000. Complete full KYC within 12 months (extendable to 24 months with application) to remove these limits.

One PMJDY account per person — duplicates cause DBT issues

If a person inadvertently opens PMJDY accounts at multiple banks, Direct Benefit Transfer (DBT) payments (LPG subsidy, MNREGA wages, pension) may fail or go to the wrong account. Maintain only one PMJDY account and close duplicates immediately.

RuPay card must be used at least once per 90 days to retain insurance

The personal accident insurance cover of ₹2 lakh on the RuPay card is available only on 'active' cards — those used for at least one financial transaction in the preceding 90 days. Non-use for 90 days deactivates the insurance cover, though the card itself remains valid.

DBT seeding requires Aadhaar linkage with the account

To receive government benefits (LPG subsidy, MNREGA, PM-KISAN, scholarships) directly into the PMJDY account, the Aadhaar must be seeded (linked) with the account at the bank. This is done at the branch or BC point at account opening. Without Aadhaar seeding, DBT credits will fail.

Overdraft is not a grant — it must be repaid with interest

The PMJDY overdraft of up to ₹10,000 is a loan, not a government grant. It accrues interest (currently around 10% per annum) and must be repaid. Non-repayment leads to NPA classification and affects future loan eligibility across all banks. Use the overdraft only for genuine short-term credit needs.
