Who should use this process

  • Must be a farmer family holding cultivable agricultural land up to 2 hectares combined across all family members (husband, wife, and minor children) as on 01 February 2019 as per state land records
  • The farmer's name must appear in state land records (RTC / 7/12 / Pahani / Khasra) as the owner-cultivator of agricultural land
  • Must have a valid Aadhaar number (Aadhaar is mandatory for both enrollment and annual eKYC)
  • Must have an active bank account (savings/current) — Aadhaar-linked bank account is mandatory for DBT; Jan Dhan accounts are accepted
  • Must be an Indian citizen — NRIs are not eligible even if they hold agricultural land

Who does NOT need to apply

  • Farmers holding cultivable land more than 2 hectares in combined family ownership (husband + wife + minor children)
  • Former and current holders of Constitutional posts (President, Vice-President, Lok Sabha / Rajya Sabha Members, MLAs, Ministers), serving and retired officers and employees of Central and State governments, and multi-tasking staff / Group D employees
  • Professionals (doctors, engineers, lawyers, chartered accountants, architects) and their families even if they hold agricultural land
  • Persons who paid income tax in the last assessment year
  • Retired pensioners receiving ₹10,000 or more per month from the Central or State Government (excluding multi-tasking staff / Group D / Class IV employees)
  • Institutional landholders (companies, trusts, cooperative societies) — only individual farmers are eligible
  • Tenant farmers who cultivate land but do not own it — only owner-cultivators whose name appears in land records are eligible

Step-by-step guide

    Check eligibility and verify land records on the state portal

    Online

    Before applying, verify that your name appears correctly in state land records and that the total landholding is within the 2-hectare limit. Download the current RTC / 7/12 / Pahani from the state land records portal. Also check the PM-KISAN portal (pmkisan.gov.in) under 'Beneficiary Status' using your Aadhaar number or bank account to confirm you are not already enrolled. If land records are outdated or your name is incorrectly recorded, get the land records corrected at the Tahsildar office first.

    Apply for PM-KISAN enrollment online on the portal (self-registration)

    Visit pmkisan.gov.in and click 'Farmer Corner' then 'New Farmer Registration'. Select your state and choose Rural or Urban Farmer. Enter your Aadhaar number — the portal checks if you are already enrolled. If not enrolled, fill the registration form: personal details (name, father/husband name, DOB, gender, category), state/district/sub-district/village/block details, bank account number and IFSC, and land details (survey number, total area). Submit the form. A registration reference number is generated. The state government verifies the land records and forwards the application for payment.

    Enroll through CSC or bank (for farmers without internet access)

    Visit your nearest Common Service Centre (CSC) or the local branch of your bank. The CSC VLE or bank representative logs in to pmkisan.gov.in and fills the enrollment form on your behalf using your Aadhaar, land record, and bank details. CSCs are mandated to provide PM-KISAN enrollment assistance. Collect the printed acknowledgement with the registration number. Some state governments also allow enrollment through the local Lekhpal (Patwari) or Revenue Inspector.

    State government verifies land records and activates the beneficiary

    Offline

    The state government's nodal agriculture department verifies the application against state land records: confirms the applicant's name is in the revenue records, that total landholding does not exceed 2 hectares, and that the applicant does not fall under any exclusion category (income tax payer, government employee, etc.). After verification, the state activates the beneficiary on the PM-KISAN portal and the farmer becomes eligible for the next instalment payment.

    Complete annual eKYC (mandatory for continued instalment payment)

    From FY 2022-23, annual eKYC is mandatory for all PM-KISAN beneficiaries. Without eKYC, instalments are withheld. eKYC can be completed by: (a) OTP-based eKYC on pmkisan.gov.in — log in with Aadhaar and enter the OTP sent to the Aadhaar-linked mobile number (instant, free); (b) Face Authentication — via the PM-KISAN mobile app (Android) using the device's camera (instant); (c) Biometric eKYC at a CSC — VLE uses your fingerprint or iris scan via UIDAI biometric device (same day, nominal CSC fee). Complete eKYC before the annual deadline announced by the government (typically March 31 each year).

    Correct bank account details (if instalment payment is failing)

    If your PM-KISAN instalment is not being credited due to incorrect bank account number, IFSC, or account closure, log in to pmkisan.gov.in > Farmer Corner > 'Edit Aadhaar Failure Records' or 'Update Self-Registered Farmer'. Update the correct bank account number and IFSC. Alternatively, visit your bank and ask for Aadhaar-bank re-seeding if the issue is an Aadhaar-bank mismatch. After updating, the PFMS (Public Financial Management System) will re-attempt the payment in the next instalment cycle.

Things to watch out for

eKYC is mandatory every year — missing the deadline stops instalment payment

Annual eKYC is compulsory for all PM-KISAN beneficiaries. If you do not complete eKYC before the annual deadline (usually 31 March), all subsequent instalments are withheld until eKYC is completed. Withheld instalments are released in the next cycle after eKYC completion — they are not permanently lost, but can cause a delay of 4 months. Complete eKYC early using the OTP method on pmkisan.gov.in (instant) rather than waiting for the CSC.

Aadhaar-bank account linkage is the single most common reason for payment failure

PM-KISAN instalments are transferred via DBT only to a bank account that is seeded with the beneficiary's Aadhaar at the NPCI mapper. If you changed your bank account, your Aadhaar is not seeded with the new account, or the account was closed, the payment fails and is returned. Ensure your Aadhaar is linked to your active bank account at the bank branch before each instalment cycle (typically April, August, and December).

Ineligible beneficiaries must return the amount — penalties apply

If you received PM-KISAN instalments but are ineligible (e.g., you are a government employee, income tax payer, or hold more than 2 hectares), the government will identify you during annual audits and issue a recovery notice. The full amount received must be returned with interest. If you discover after enrollment that you are ineligible, proactively surrender the benefit on the PM-KISAN portal or inform the District Agriculture Office immediately to avoid penalties.

Land records must be in your name — inherited land not yet mutated disqualifies you

If you cultivate land inherited from a deceased parent but mutation has not yet been done (land records still show the deceased owner's name), you are not eligible for PM-KISAN. The state nodal department verifies against current land records — an unmutated plot will lead to enrollment rejection. Complete the land mutation at the Tahsildar office first, then apply for PM-KISAN.

Duplicate enrollment using multiple Aadhaar numbers triggers blacklisting

Some farmers have attempted to enrol multiple times using different Aadhaar numbers or with different family members for the same plot. The PFMS / PM-KISAN system cross-checks Aadhaar against the SECC database and land records and flags duplicates. Duplicate enrollment results in blacklisting of the beneficiary and criminal proceedings under the IT Act. Use only your own Aadhaar for a single enrollment per family.
